Minerva is governed under the Council-Administrator form of government. Under this system of local government, the elected officials are the community leaders & policy makers who establish a vision for Minerva & who hire a Administrator to carry out policy & ensure that residents are being equitably served.

The Village Administrator coordinates the work of department heads & other employees, who help ensure the smooth & efficient delivery of services. By building public/private partnerships, intergovernmental agreements & other collaborative relationships, the Village Administrator works to use all of the community’s resources to solve current problems & provide municipal services to residents.

The Village Administrator’s primary responsibility is to keep Minerva running smoothly. To do so, Minerva’s Village Administrator works with the others involved in public safety, public works, community & economic development & many other service areas.
