What do the different siren sounds mean?
The sirens ring when there is a tornado warning for the county OR when the Sandy Creek Joint Fire District is called.
This warning is for drivers to be aware of first responders, as they are attempting to get to the fire station.
Please slow down & move over as they attempt to address the emergency.

Do I need a permit for a fence?
A permit for a fence is required when installing a new fence. Moving, expanding or reducing a fence.
A permit is not required when you are replacing or updating an existing fence (when using existing fence posts).

Do I need a permit for a swimming pool?
A permit is required for pools greater than eighteen (18″) inches in depth or two hundred (200) square feet of surface area.
Fencing is also required for the pool in certain circumstances.

Do I need a permit to re-roof a home?
If you are simply re-shingling a roof on a home, no permit is required from the Village.
However, you must obtain a permit from Stark County, even if you live in Carroll or Columbiana counties.
Do I need to obtain a permit for a Garage / Yard / Estate sale?
Yes, a permit is required for any type of garage sale. There is a limit of 2 sales, per address, per calendar year.
Regardless of the sign type, signs are not permitted on utility or electric poles, as well as stop & street signs.

Do I need a permit to add or replace a porch on my home?
Yes, if you are enlarging or changing the shape of the porch or deck, a permit is required.
If you are simply replacing an existing porch or deck, a permit is not required.

Do I need a permit for a storage shed, outdoor building or garage?
Yes, a permit is required for storage sheds, outdoor buildings & garages.
Any building over 200 sq. ft. must also get approval from Stark County. (Regardless of which county you live in.)

What is Channel 1025?
Channel 1025 (formerly Channel 21) is available on Charter Communications (Spectrum) in the Minerva Area.
On this channel, you will find important notices, local advertisements, obituaries, lost & found pets & other pertinent information.
How can I advertise on Channel 1025?

Advertising costs vary depending on what the ad contains.

Solicitation Permits
Do I need a solicitation permit for the Village of Minerva?
Yes. Permits are free for non-profit groups & village residents, but a permit must be obtained.
For all others, there is a permit fee of $200.00. The permit covers 5 people, for up to 5 days.

How do I apply for a solicitation permit?
Permit applications must be obtained at Village Hall, Monday thru Friday 8:00 AM to 4:30 PM EST.
All solicitors must have a valid photo I.D., make, model & license information for any vehicles involved.
You must also sign a contract regarding the approved hours of solicitation, as well as rules & regulations.

As a resident, how do I know if a solicitor is allowed to solicit?
Each solicitor is issued a solicitation I.D. by the Village of Minerva, that must be presented to the resident upon request.
If a card is not presented, or the solicitor doesn’t have one, please contact the Village at (330) 868-7705 or the Minerva Police Department at (330) 868-4177.

I have water that is discolored or has an odor. What can I do?
If your water smells like rotten eggs & you’ve had a new water heater installed, you will have to have the magnesium rod in the water heater removed.
Please contact the person that installed the appliance to have the rod removed.

No one will be living in my home while it is up for sale or during renovations. Do I still have to pay a minimum bill?
A reconnection fee is required for each time the water service is restored.
