Electric Aggregation Program (Archer Energy)

The Public Utility Commission of Ohio (PUCO) recently sent out a notice informing customers that rates are on the rise! They estimate that AEP’s rates will increase by 35% to more than $0.10 per kWh. The good news is Officials for the Village of Minerva have proactively negotiated the Community’s electric aggregation rate to help mitigate the increase. The new rate, which will take effect with your next available meter reading, will be $0.09919 per kWh through May 2028.

There is nothing you need to do, to take advantage of the negotiated savings program.
As a participant in the Village of Minerva aggregation program, you are automatically enrolled, unless you decide to opt-out via one of the provided methods.

Water & Sewer Information

– All new residents must complete an application for water and/or wastewater services.
– A $100.00 deposit is required for tenants & land contract buyers.
– The Village requires that an application be submitted for service.
– If you are purchasing a home to live in, no deposit is required.
– The deposit & completed application are required before services can be transferred to your name.
– The Village has a minimum billing amount of 5,000 gallons.
– Bills are always due on the 15th of the month.
– Property owners must fill out a Change of Occupancy Form. (For each new tenant.)
– All adult tenants must be reported, regardless of who is responsible for the bill.
– The Village bills on a quarterly basis.

Water & sewer customers can pay their bill in the following ways:

– In person at the Water & Sewer office, inside Village Hall.
We accept cash, check, money orders, debit & credit cards.
(Please note: a convenience fee is added to all payments using a debit or credit card.)

– By mailing the payment to Village Hall.

Water & sewer bills are always due on the 15th of the month.
Billing months are determined by what billing section you are in.

– Last working day of the month, bills are mailed.
– 15th day of the month, bills are due.
(A 10% penalty is added to payments made after this date.)
– 8-12 Days After the Due Date
(Delinquent notice is mailed, giving until the 10th of the following month to make a payment.)
(If you are still unable to make a payment after this date, call the Water & Sewer Department.)
– 11th Day of the Following Month
(24 Hour Notice)
(Accounts left unpaid after 24 hours are terminated.)

There are two ways to pay your water & sewer bill online.
The Village strongly recommends you pay your bill by using our approved customer portal.

– Pay with a debit or credit card, as well as a bank account withdrawal.
(Please note: a convenience fee will be charged.)

– You account number can be found on your bill.
– You can also call the water & sewer department to obtain your account number.
– Do not include dashes when entering your account number.

Landlords & Property Managers

Per Village Ordinance 927.02(z), property owners must inform the Water & Sewer Department of any tenants moving in or out of a rental, within 10 days.
Any time a change occurs, a Change of Occupancy form must be completed.
Any changes must be reported via the Change of Occupancy form, which can be found here.
Please return Change of Occupancy forms to the Water & Sewer Department.

The fine for not reporting any change of tenancy is no more than $100.00 for the first offense.
The fine for for not reporting any change of tenancy is no more than $150.00 for each subsequent offense.

Turning Off Water Service

If you are moving, please call us no less than forty-eight (48) hours before moving, so we can schedule a final meter reading.
A final reading will be obtained & once your final bill has been generated, any funds remaining from your deposit, if applicable, will be refunded.

If you will not be in the residence for a period of time, and need to temporarily shut off water services, please fill out the Water Off Authorization Form.
Once approved, you will not receive a bill for the time you are away from the property.
You are responsible for letting us know when you return, and need water services restored.

Where does the Village of Minerva's water come from?

The Village’s drinking water supply comes from a ground water source.
We have three (3) wells located in the Minerva well field that are used to pump ground water to the treatment plant.
Raw water is sent to the treatment plant, where it’s oxidized with chlorine & potassium permanganate.
Finally it’s filtered & a disinfection residual is applied before it’s sent out for consumption.

How is the Village of Minerva's water quality?

The Village of Minerva preforms a wide range of water testing, at varying frequencies.
These tests are required & regulated by the EPA.
Our water plant works hard to ensure the Village Residents have safe drinking water.

When does hydrant flushing occur?

Routine flushing takes place on a quarterly basis, weather permitting.
Flushing is also done in known problem areas more frequently.
Flushing is also done upon request.

How do I get a remote meter?

Remote meters are available by calling the Water & Sewer Department.
This requires a new meter to be installed & a remote placed outside the home.
This enabled meter reading without entering your home. (In most cases.)
The cost of the remote meters vary.
Payment arrangements can typically be made to help obtain a remote meter.

How do I report water line breaks?

Periodically, water lines break.
If you notice water coming out of the street or pools of water after a dry period, please call us.
We repair water line breaks as they are reported.
Water service may be temporarily shut off during the repair times.
