The Village of Minerva requires permits for many projects, including (but not limited too):
- New Houses, Garages & Additions
- Accessory Buildings, Storage Buildings, Sheds & Tool Sheds
- Patios, Covered Patios, Decks & Pergolas
- Landscaping Walls & Structures (Flowers, Trees & Shrubs Do Not Apply)
- Demolition
- Fences
- Digging in Village Right-of-Ways
- Street Openings for Construction or Digging
- Swimming Pools
- Sewer Taps, Water Taps, Water Meters & Waterline / Sewer Service Replacements
- Signs (Temporary or Permanent)
- Garage, Yard, Tag & Estate Sales
- Bulk Waste Containers (Dumpsters)
- Driveways & Sidewalks
2025 Zoning Certificate / Permit Fees:
Fence Permit – $30
Pool Permit – $30 (Construct, Alter, Add, Remodel or Improve)
House Permit – $100
Building Permit – $150
Sign Permit – $50
Accessory Building Permit – $50
Driveway Permit – $30 (Concrete, Asphalt or Blacktop)
Bulk Waste Container Permit – No Cost (Permit is Required for Residential Properties)
Planning Commission – $100
Zoning Appeal – $100
Change of Use – $50
Food Truck Permit – $50 (Annually)
Roofing & Electrical Permits
The Village of Minerva does not require roofing or electrical permits.
However you must contact the Stark County Building Department @ (330) 451-2370.
This applies also applies to residents living in Carroll or Columbiana County, as Minerva uses Building Codes supplied by Stark County.
Property Line Records
Please note that the Village of Minerva does NOT keep any type of property line records.
Those records are done by the county in which the home is located.
If you need to know where your property lines are, you will need to hire a surveyor.
